HIRING SALARY RANGE:  $93,803.00 – $105,529.00 per annum

MAXIMUM OF SALARY RANGE:  $117,254.00 per annum

Reporting to the Senior Manager, Talent Acquisition & Total Compensation (TATC) this position will be an in-house consultant for all executive hiring and serve as a trusted advisor for executives including professional role search engagements. This position specializes in full-cycle recruitment of executive leadership roles and leverages proactive and optimal sourcing strategies including identifying emerging recruitment trends by incorporating an Equity, Diversity and Inclusion (EDI) lens to reach and engage high potential and diverse candidates. This position will support the City’s Equity Office and Sr Manager, TATC with the implementation of EDI initiatives related to Talent Acquisition. This role will also support the Sr Manager, TATC and Talent Advisor in implementing key projects within Talent Acquisition.

Talent Acquisition Planning: Builds relationships with people leaders and has a deep understanding of business operations to support people decisions. Has a keen understanding of the external talent market and effectively collaborates with People Leaders and HR colleagues to identify and plan for changing human capital and client needs. Research strategic business trends/issues (broader organizational & structural factors, future state of work, technological transformations, EDI priorities) to identify long term opportunities for program enhancement. Provides specialized talent acquisition consulting services, based on metrics, the interpretation and administration of legislation, collective agreements, innovative talent sourcing and best practices to ensure leading edge talent attraction and retention. Conceptualizes and communicates recruitment activities to leaders.

Full-Cycle Recruitment: Partners with People Leaders to gain a comprehensive understanding of the role, hiring needs, priorities, and timelines. Offers advice for sourcing, assessments, planning and execution. Enables a recruitment process with integrity, equity and inclusion that is free of bias. Specializes in the full-cycle recruitment of executive roles including the use of innovative sourcing techniques, writing, and posting online ads, networking, interview screening, applicant evaluation and maintaining a qualified, diverse candidate pipeline. Accountable for delivering an exceptional client and candidate experience throughout the recruit process. Develops deep insight into a candidate’s executive leadership style, experience, and background to assess suitability for the role. Focuses on understanding executive career motivations and job preferences, by conducting in-depth analysis of customized employee value proposition (EVP) data. Works with external networks i.e., Colleges, Universities, community partners and applicants to manage relationships using customer service excellence. Responsible for working with external Executive recruitment vendors and ensuring service level agreements are maintained.

Talent Assessment Process: Researches and creates a Talent Assessment Toolkit for executive positions based on leading industry best practices for recruitment, in consultation with internal stakeholders. Incorporates knowledge of the City’s future work force needs and EVP drivers for executive level candidates, to customize the Talent Assessment. Develops monitoring and measurement protocols, prepare reports and analyzes data to identify opportunities and make recommendations for improvements. Communicates analysis to internal stakeholders (i.e., People Leaders, HR colleagues) to enable informed business planning. Empowers leaders with the tools, resources, and training to elevate recruitment competencies. Contributes to interview plans, assessments and other tools used to determine the suitability of candidates, evaluated with an EDI lens.

Equity, Diversity and Inclusion (EDI): Collaborates with the City’s Equity Office, Talent Acquisition Advisor and Sr. Manager, TATC to support the implementation of EDI initiatives related to Talent Acquisition. Provides guidance and input to ensure recruitment processes, guidelines and policies are EDI focused and are set to build a talented, engaged, and diverse workforce from equity deserving and unrepresented communities. Recommends changes based on current legislation, trends, and EDI best practices.

Special Projects:  Collaborates with the Talent Acquisition team to implement key talent acquisition projects, including planning, researching, designing, implementation and evaluation.  Reviews existing processes, tools, and resources from the lens of high-quality customer service on a regular basis to identify improvement opportunities. Maintains up-to-date knowledge of best practices, research, and experience to drive continuous improvement.




  • Post-secondary degree/diploma with an emphasis on Human Resources, Organizational Behaviour or related field.
  • CHRP or CHRL preferred.


  • Minimum 5 years of full cycle recruitment experience with both in-house and search firm / agency; preferably 2 years of experience recruiting for executive leadership roles.


  • Knowledge of various functional roles at the executive and senior leadership levels, including Finance/Accounting, Operations, HR, across numerous industries.
  • Proven success in owning and successfully recruiting executive roles within the public and private sector.
  • Experience in both traditional talent sourcing techniques and experience with a wide array of specialized sourcing tools (including Boolean, Google search strings, LinkedIn recruiter, etc.).
  • Demonstrated passion for delivering an exceptional candidate experience.
  • Comprehensive understanding of employment legislation, including ESA, OHRC, AODA.
  • Exceptional interpersonal and written/oral communication skills.
  • Experience conducting leadership assessments is considered an asset.
  • Experience in Employee Value Proposition is considered an asset
  • Competency using Office 365: HRMS, Applicant Tracking, and project management software is considered an asset.
