LOCATION:  The City of Brampton has implemented a gradual reintegration of staff into the workplace.  Beginning on April 4, 2022, onsite work location of two (2) days a week will commence.  Beginning on July 4, 2022, this will increase to three (3) days a week. There will be continued opportunities for hybrid work from September 2022 onwards, and we’ll continue to evaluate to determine which hybrid model works best.  Once working onsite, you will report to the location of City Hall.

SALARY GRADE:  9

HIRING SALARY RANGE:  $133,754.00 – $150,473.00 per annum

MAXIMUM OF SALARY RANGE:  $167,192.00 per annum

AREA OF RESPONSIBILITY:

 

Reporting to the Director of Human Resources; this role will lead the Employee and Labour Relations team. The Senior Manager of Employee and Labour Relations will be responsible for managing the relationship between employer, employees, client lines of business, and our union partners.  Specifically, this includes advising management on all matters related to employee relations, human rights, complaint investigations, negotiations for multiple bargaining units, integrated disability management, human resources information system (HRIS) and the management of employee information.  As a member of the Human Resources leadership team, this role will ensure legislative compliance and develop practices to support a diverse and high performing workforce.

 

EMPLOYEE AND LABOUR RELATIONS

·         Provide progressive thinking leadership for delivery of programs, services and innovative practices.

·         Address all employee and labour matters through a lens of mutual respect and equity.

·         Consult with all levels of leadership and stakeholders across the City to identify business and employee needs and propose solutions.

·         Corporate responsibility for labour management relations and management of the grievance/arbitration process, including mediation, conciliation, arbitration, and strike/lockout.

·         Provides advice on business continuity planning during a labour dispute.

·         Advises corporate staff regarding the interpretation and administration of collective agreements, legislated requirements and employee relations matters.

·         Monitor and evaluate programs and recommend innovative strategies that improve service delivery and effective management of resources to meet corporate goals and objectives.

·         Establish a seamless Integrated Disability Management (IDM) program that balances the needs of employees and business continuity.

·         Provide strategic and consultative advice to the Director.

·         Research and monitor legislative developments and key trends, providing analysis and recommendations.

·         Liaises with legal counsel for the preparation and presentation of arbitrations.

·         Evaluates the Section’s effectiveness and assesses the need for changes, in the context of Council direction, changes to legislation, budgets and monitoring of current trends.

·         Build and maintain strong collaborative relationships with departmental and divisional leaders, union partners, and all relevant internal and external stakeholders to exchange information and acquire knowledge.

·         Keep informed on local, provincial, and federal government relations initiatives that support corporate priorities.

·         Anticipate, assess and evaluate internal and external factors and trends that affect the organization such as technological and organizational practices and recommend strategies to implement measures, mitigate risks and position the City for positive outcomes.

 

COMMUNICATION AND REPORTING

·         Communicate with influence and impact on employee and labour relations matters to all the appropriate stakeholders

·         Promote participation and employee engagement through effective communications.

·         Work collaboratively with client departments to proactively address their unique employee and labour relations issues, while aligning individual departments’ directions and priorities with the City’s overall strategic directions for employee and labour relations.

·         Write briefs on particular initiatives for Council and senior leadership.

 

CUSTOMER SERVICE

·         Create and champion excellence in customer service standards and delivery with all internal and key external partners and stakeholder groups.

·         Maintain an active network with other governments’ officials, associations and community agencies.

 

BUDGET ACCOUNTABILITY

·         Monitor and control the budget, ensuring approvals and expenses are consistent with operating objectives to ensure budget compliance.

·         Demonstrate effective fiscal responsibility in addressing cost management challenges.

 

TEAMWORK & COOPERATION

·         Supports the Director in the achievement of strategic priorities;

·         Proactively partner with other divisional leaders and establish a seamless integration with divisional sections.

·         Work with other teams across the organization as needed, supporting and contributing to corporate projects and enhanced technology and automation.

·         Act as a subject matter expert for employee and labour relations initiatives, and play a leadership role within the divisional team to meet corporate objectives.

 

SELECTION CRITERIA:

 

EDUCATION:

 

·         University degree in Human Resources Management or related equivalent degree; CHRP preferred

 

REQUIRED EXPERIENCE:

 

·         5 to 7 years’ experience in human resources.

·         5 years’ experience in a leadership capacity.

·         Experience in a unionized environment.

 

OTHER SKILLS AND ASSETS:

 

·         Exceptional interpersonal skills, superior oral and written capabilities, including the ability to build professional relationships and influence strategic decision making.

·         Able to strategically and constructively respond to leaders’ and employees’ needs while exercising leadership and diplomacy amongst diverse perspectives and priorities.

·         Excellent conflict management, mediation, and dispute resolution skills.  Demonstrated knowledge and proven experience of alternative dispute resolution.

·         A fully accountable leader who can effectively articulate, implement and execute a vision with measurable results.

·         Knowledge, experience and commitment to equity and diversity in all aspects of the Employee and Labour Relations portfolio.

·         Demonstrated competence in team building, strategic planning and organizational management.

·         A strong understanding of federal, provincial and regional government processes and institutions.

·         Experience in driving change within a unionized workforce.

·         Must be an innovator and creative thinker that will architect strategic solutions.

·         Strong organizational skills and experience, detail oriented, well organized and able to prioritize complex tasks with critical deadlines.

·         Excellent verbal and written communication skills.

·         Computer proficiency in Microsoft office/software.
